Billy, who has Fetal Alcohol Syndrome and has been deserted by his father, becomes friends with Natasha, an adopted Romanian girl, who keeps a journal of the phases of the moon. Billy and Natasha grow to be the type of friends who encourage and strengthen each other and Billy requires much encouragement and strength when he decides to enter a talent contest.
