On October 15th, 1954, Hurricane Hazel bears down on Toronto and causes extensive flooding. Thirteen-year-old Elizabeth is babysitting David and Suzie. David thinks he is too old for a babysitter and makes life miserable for Elizabeth. Due to the flooding, David and Suzie's parents are unable to return home. The flood waters continue to rise and surround the house. The electricity goes down and the phone does not work; however, Elizabeth continues to believe they will be safe if they remain in the house. Rising waters force the children to the rooftop. When the house is torn from the foundation, the children escape into the water. David and Elizabeth learn to communicate and work together to ensure survival. The book is based on true accounts of Hurricane Hazel's destructive force.
